Elected as an independent candidate, I have been the district administrator of the Aichach-Friedberg district since May 1, 2014. With 66.9%, I was able to clearly prevail against three competitors in March 2020 and was re-elected for another six years. Probably never before has a district administrator - in addition to the usual challenges such as hospital deficits, public transport deficits or falling income - had to deal with so many global crises that also had a direct impact on municipal work: the refugee crisis continuously since 2015, the Corona crisis from 2020 to 2023, the Ukraine war, the energy crisis, the climate crisis; in addition, a shortage of skilled workers, exploding construction costs, etc. But local disasters also hit the district: 2015 tornado in Affing; 2018 train accident in Aichach; 2024 flood disaster (for the first time, a district administrator from the Aichach-Friedberg district declared a state of emergency).
First of all: No one can achieve success on their own. Anyone who believes that is wrong. You always need a team - a team as great as the one at LRA Aichach-Friedberg, and a representative like Mr. Manfred Losinger. Thank you. The following "I" is therefore always a "we".
At the beginning of my term in office in 2014, I set the political priorities in the district council on educational development, health and medical care, care for the elderly and demographic processes, volunteer work, integration and regional climate, environmental and nature conservation by reorganizing the "Social Affairs, Education and Schools" and "Environment, Climate and Energy" committees; examples of this include the certification of the district as a digital education region or an eco-model region. The projects of replacing the Aichach hospital, building the Mering high school and the Affing-Bergen secondary school and renovating the Friedberg high school were successfully completed during my first term in office. Another important aspect was the remunicipalization of the Augsburg waste disposal facility (AVA).
My second term in office (2020 to 2026) saw the replacement building of the Vinzenz-Pallotti School, which was planned and completed in record time, the renovation of the Wittelsbacher Realschule in Aichach, the expansion that was urgently needed after 50 years and the energy renovation of the district office, and the planning and start of construction of the Academy of Social Pedagogy in Aichach. In cooperation with Augsburg University of Applied Sciences, I succeeded in profiling the district as a university location by establishing a technology transfer center (TTZ) for the construction industry. I also pushed forward the expansion of the FOS/BOS in Friedberg, the Mering Gymnasium to four classes, and the renovation and expansion of the Mering Realschule. I consider the exemplary urban development, ecological and aesthetic development of the district's own land on the site of the former Vinzenz-Pallotti School in Friedberg and at the Old Hospital Aichach site (still in the planning phase in 2025) with subsidized housing to be a great success. For the further development of the Augsburg Messe, which is economically indispensable for the Swabian administrative district, Mayor Weber, District Administrator Sailer and I succeeded, after years of tough negotiations, in acquiring funding of 10 million euros from the bavarian government.
In order to make the district crisis-proof for the future in terms of population and disaster protection, a swap-loader concept for the large fire departments in the district was rolled out and financed, and concepts for blackouts, forest fire fighting, aid contingents, etc. were finalized. The most important building block, however, was my initiative to build a disaster control center with a respiratory protection training course; both the land acquisition and building planning were completed in 2025.
Permanent focal points were a sustainable, affordable public transport and mobility concept (keyword: cooperation between AVV and MVV), the conceptual stabilization of the highly loss-making clinics on the Paar run by the district (especially in light of the Lauterbach hospital reform 2024 passed by the federal government, which was a complete failure for rural areas), the reorientation of the Augsburg trade fair (here, a 10 million euro grant from the Free State was achieved in 2024) and the sustainable development of the district (Agenda 2030).
As a measure to strengthen democratic awareness among young people, I installed the Youth District Council - the only one in the Swabia administrative district to date - a regular body that enables young people to influence local political decisions at an early stage.
In 2023, I initiated the "LRA 2025+" project to optimize the organization of the district office at all levels. With the move to the extension building, processes and procedures should also be reviewed, particularly with regard to citizen services.
A particular success was bringing the Bavarian State Exhibition (City liberated. Wittelsbacher Founding Cities) to the district in 2020, together with the cities of Aichach and Friedberg.
In my role as district administrator, I undertook around 30 voluntary and activity-related tasks, including the administrative board and personnel committee of the Augsburg KU waste recycling company (AVA), the supervisory board and shareholder of the Augsburger Verkehrs- und Tarifverbund GmbH (AVV) or the supervisory board and shareholder of the Augsburger Schwabenhallen Messe- und Veranstaltung GmbH (ASMV). As chairman, I led the Augsburg Recreation Area Association e.V. (EVA) and the Wittelsbacher Land e.V., among others, and was a member of the Committee for Constitutional, Legal and Cultural Issues of the Bavarian District Council (BLKT) and the Bavarian Hospital Association (BKG).
