Curriculum Vitae
Nach Abitur und Wehrdienst absolvierte ich ein Lehramtsstudium an der Universität Augsburg und war anschließend an verschiedenen Grundschulen in Bayerisch-Schwaben tätig.
Von 1997 bis 2004 war ich zunächst wissenschaftlicher Mitarbeiter, dann wissenschaftlicher Assistent bei Prof. Dr. Kaspar H. Spinner am Lehrstuhl für Didaktik der Deutschen Sprache und Literatur an der Universität Augsburg. Nach der Promotion in Germanistik an der Universität Augsburg im Jahre 2004 kehrte ich als Seminarrektor in den Schuldienst zurück. Ab 2006 war ich als Referent und Seminarbeauftragter an der Regierung von Schwaben für die Ausbildung von Lehrerinnen und Lehrern sowie fachlich für die Grundschulen im Regierungsbezirk verantwortlich. In dieser Zeit implementierte ich die Jahrgangsübergreifenden Klassen, arbeitete an der Revision des Lehrplans mit und brachte das didaktische Konzept der "Guten Aufgaben" in die Fläche, auch durch eine Vielzahl an Publikationen. 2011 übernahm ich als Schulamtsdirektor die fachliche Leitung des Staatlichen Schulamts im Landkreis Aichach-Friedberg.
Neben zahlreichen eigenen didaktischen Publikationen war ich unter anderem Herausgeber der LehrerBücherei Grundschule (Cornelsen Scriptor, Berlin; bis 2015), der Reihe Didaktik für die Grundschule (Cornelsen Scriptor, Berlin; bis 2015), Gute Aufgaben für den Wochenplan (Cornelsen Scriptor, Berlin; bis 2015) und Mitherausgeber des GrundschulMagazins (Oldenbourg Verlag, München; jetzt Friedrich Verlag).
Als parteifreier Kandidat gewählt, bin ich seit 1. Mai 2014 Landrat des Landkreises Aichach-Friedberg. Mit 66,9 % konnte ich mich im März 2020 deutlich gegen drei Mitbewerber durchsetzen und wurde für weitere sechs Jahre wiedergewählt. Wohl zu keiner Zeit vorher hatte ein Landrat, eine Landrätin - neben den üblichen Herausforderungen wie Krankenhausdefizit, ÖPNV-Defizit oder sinkenden Einnahmen - mit so vielen globalen Krisen umzugehen, die sich unmittelbar auch auf die kommunale Arbeit auswirkten: Flüchtlingskrise ununterbrochen seit 2015, Corona-Krise von 2020 bis 2023, Ukraine-Krieg, Energiekrise, Klimakrise; dazu Fachkräftemangel, explodierende Baukosten usw. Aber auch lokale Katastrophen suchten den Landkreis heim: 2015 Tornado in Affing; 2018 Bahnunglück in Aichach; 2024 Hochwasserkatastrophe.
Zu Beginn meiner Amtszeit 2014 habe ich im Kreistag mit der Neugestaltung der Ausschüsse „Soziales, Bildung und Schule“ sowie „Umwelt, Klima und Energie“ die politischen Schwerpunkte auf Bildungsentwicklung, Gesundheit und medizinische Versorgung, Altenhilfe und demografische Prozesse, Ehrenamt, Integration und den regionalen Klima-, Umweltschutz und Naturschutz gesetzt, hier etwa durch die Zertifizierung des Landkreises zur ÖkoModell-Region. Die Projekte Ersatzneubau Krankenhaus Aichach, Neubau des Gymnasiums Mering sowie der Realschule Affing-Bergen, die Sanierung des Gymnasiums Friedberg wurden in meiner ersten Amtszeit erfolgreich abgeschlossen. Wesentlich war auch die Rekommunalisierung der Abfallverwertung Augsburg (AVA).
In meine zweite Amtszeit fallen bislang u. a. der in Rekordzeit geplante und vollendete Ersatzneubau der Vinzenz-Pallotti-Schule, die nach 50 Jahren dringendst nötige Erweiterung und Sanierung des Landratsamtes und der Wittelsbacher Realschule in Aichach.
Um den Landkreis weiterzuentwickeln, initiierte ich die Errichtung eines Katastrophenschutzzentrums, die Erweiterung der FOS/BOS in Friedberg, des Gymnasiums Mering zur Vierzügigkeit sowie die Sanierung und Erweiterung der Realschule Mering. Ebenso trieb ich die Projektierung der Baugebiete am Standort Altes Krankenhaus Aichach und des Areals der vormaligen Vinzenz-Pallotti-Schule in Friedberg voran.
Um den Landkreis weiterzuentwickeln, initiierte ich die Errichtung eines Katastrophenschutzzentrums, die Erweiterung der FOS/BOS in Friedberg, des Gymnasiums Mering zur Vierzügigkeit sowie die Sanierung und Erweiterung der Realschule Mering. Ebenso trieb ich die Projektierung der Baugebiete am Standort Altes Krankenhaus Aichach und des Areals der vormaligen Vinzenz-Pallotti-Schule in Friedberg voran.
Schwerpunkte sind aktuell die nachhaltige Weiterentwicklung des Landkreises (Agenda 2030), ein zukunftsfähiges Mobilitätskonzept sowie die konzeptionelle Stabilisierung der Kliniken an der Paar in Trägerschaft des Landkreises. In Kooperation mit der Hochschule Augsburg gelang es mir, den Landkreis als Standort eines Technologietransferzentrums (TTZ) für das Bauwesen zu profilieren.
Als eine Maßnahme zur Stärkung des Demokratiebewusstseins bei Jugendlichen installierte ich den Jugendkreistag - im Regierungsbezirk bislang der einzige -, ein reguläres Gremium, das jungen Menschen ermöglicht, bereits früh Einfluss auf kommunalpolitische Entscheidungen zu nehmen.
Ein besonderer Erfolg war, zusammen mit den Städten Aichach und Friedberg 2020 die Bayerische Landesausstellung (Stadt befreit. Wittelsbacher Gründerstädte) in den Landkreis zu holen.
In meiner Funktion als Landrat nehme ich aktuell etwa 30 ehrenamtliche und tätigkeitsbezogene Ämter wahr, darunter im Verwaltungsrat und Personalausschuss der Abfallverwertung Augsburg KU (AVA), im Aufsichtsrat und der Gesellschafterversammlung der Augsburger Verkehrs- und Tarifverbund GmbH (AVV) oder im Aufsichtsrat und der Gesellschafterversammlung der Augsburger Schwabenhallen Messe- und Veranstaltung GmbH (ASMV). Als Vorsitzender führe ich u.a. den Erholungsgebieteverein Augsburg e.V. (EVA) sowie den Wittelsbacher Land e.V. und bin Mitglied im Ausschuss für Verfassungs-, Rechts- und Kulturfragen des Bayerischen Landkreistages (BLKT) sowie der Bayerischen Krankenhausgesellschaft (BKG).
Des Weiteren bin ich Mitglied im Rotary Club Schrobenhausen-Aichach (District 1840) sowie in 15 Vereinen im Landkreis Aichach-Friedberg.

After graduating from high school and completing my military service, I studied to become a teacher at the University of Augsburg and then worked at various primary schools in Bavarian Swabia.
From 1997 to 2004 I was first a research assistant, then a research assistant to Prof. Dr. Kaspar H. Spinner at the Chair of Didactics of German Language and Literature at the University of Augsburg. After completing my doctorate in German studies at the University of Augsburg in 2004, I returned to teaching as a seminary rector. From 2006 I was a speaker and seminar representative at the government of Swabia responsible for the training of teachers as well as for the primary schools in the administrative district. During this time, I implemented the "age heterogeneous classes", worked on revising the curriculum and brought the didactic concept of "good tasks" into the mainstream, also through a large number of publications. In 2011, I took over the technical management of the State Education Office in the district of Aichach-Friedberg as Director of the Education Authority.
In addition to numerous didactic publications of my own, I was, among other things, editor of the Teachers' Library for Primary Schools (Cornelsen Scriptor, Berlin; until 2015), the series Didactics for the Primary (Cornelsen Scriptor, Berlin; until 2015), Gute Aufgaben für den Wochenplan (Cornelsen Scriptor, Berlin; until 2015) and co-editor of GrundschulMagazin (Oldenbourg Verlag, Munich; now Friedrich Verlag).
Elected as an independent candidate, I have been district administrator of the district of Aichach-Friedberg since 1st of May 2014. With 66.9% of the vote, I was able to clearly prevail against three competitors in March 2020 and was re-elected for another six years. At no time before a district administrator - in addition to the usual challenges such as hospital deficits, public transport deficits or falling incomes - had to deal with so many global crises that have had a direct impact on municipal work: the refugee crisis uninterrupted since 2015, the Corona crisis 2020 to 2023, Ukraine war, energy crisis, climate crisis; plus a shortage of skilled workers, exploding construction costs, etc. Local disasters also searched for the district: 2015 Tornado in Affing; 2018 railway accident in Aichach; 2024 flood disaster.
At the beginning of my term of office in 2014, I set the political priorities for educational development, health and medical care, care for the elderly and demographic processes, volunteering, integration and regional climate, environmental protection and nature conservation in the district council with the reorganization of the committees "Social Affairs, Education and Schools" and "Environment, Climate and Energy", here for example by certifying the district as an eco-model region. The projects for the replacement building of the Aichach hospital, the new building of the Mering high school and the Affing-Bergen secondary school, and the renovation of the Friedberg high school were successfully completed in my first term in office. The remunicipalization of the Augsburg Waste Disposal Facility (AVA) was also important.
My second term in office has so far seen the replacement building of the Vinzenz-Pallotti School, which was planned and completed in record time, the expansion and renovation of the district administration office and the Wittelsbacher secondary school in Aichach, which was urgently needed after 50 years.
In order to further develop the district, I initiated the construction of a disaster control center, the expansion of the FOS/BOS in Friedberg, the Mering Gymnasium, and the renovation and expansion of the Mering secondary school. I also pushed forward the planning of the building areas at the Old Hospital Aichach and the area of the former Vinzenz-Pallotti School in Friedberg.
In order to further develop the district, I initiated the construction of a disaster control center, the expansion of the FOS/BOS in Friedberg, the Mering Gymnasium, and the renovation and expansion of the Mering secondary school. I also pushed forward the planning of the building areas at the Old Hospital Aichach and the area of the former Vinzenz-Pallotti School in Friedberg.
The current focus is on the sustainable development of the district (Agenda 2030), a future-proof mobility concept and the conceptual stabilization of the clinics on the Paar run by the district. In cooperation with the Augsburg University of Applied Sciences, I managed to profile the district as the location of a technology transfer center (TTZ) for the construction industry.
As a measure to strengthen democratic awareness among young people, I installed the Youth District Council - the only one in the administrative district to date - a regular body that enables young people to influence local political decisions at an early stage.
A particular success, together with the cities of Aichach and Friedberg, was the Bavarian State Exhibition (Stadt befreit. Wittelsbach founding cities) to the district.
In my function as district administrator, I currently hold around 30 honorary and activity-related offices, including on the Board of Directors and Personnel Committee of Abfallverwertung Augsburg KU (AVA), on the Supervisory Board and the Shareholders' Meeting of Augsburger Verkehrs- und Tarifverbund GmbH (AVV) or on the Supervisory Board and the Shareholders' Meeting of Augsburger Schwabenhallen Messe- und Veranstaltung GmbH (ASMV).
As chairman, I lead, among others, the Erholungsgebieteverein Augsburg e.V. (EVA) and the Wittelsbacher Land e.V. and am a member of the Committee for Constitutional, Legal and Cultural Affairs of the Bavarian District Association (BLKT) and the Bavarian Hospital Association (BKG).
I am also a member of the Rotary Club Schrobenhausen-Aichach (District 1840) and of 15 other clubs in the district of Aichach-Friedberg.
